Madhvaon Brahma Sūtra 4.2.14

In the Varaha Purana it is said, “ Matsya, Kurma, Varâha and others are equals; for they are not different from Vishnu; Brahma and others are said to be non- equals ; while Prakriti is both equal and not equal.”
